		<description><![CDATA[When did baseball become an &#039;open market&#039; for draft choices?  I thought that was the entire reason behind that draft. That it wasn&#039;t an open system and it was for competitve balance.
Unless I&#039;m wrong, there&#039;s Organized baseball and a few independent leagues.  Is that what he meant?]]></description>
