Suspect you nailed it, but, whatever it is, if it doesn’t involve a Rose reinstatement and/or alignment of the DH rule in both leagues, no one is going to think it’s “HUGE” or a match for player signings.
Well, maybe Butt Selig, but what the hell does he know about baseball?

DH should be adopted in the NL. The NL is at a great disadvantage in not being able to rest its players occasionally by letting them DH. Now that I think of it, there are a number of players in the AL that have greater lifetime records in homeruns, RBIs, runs scored and all kinds of other stats because their careers have been extended due to the DH rule.

I’m dubious on the Rose thing. Will Carroll is the guy who, a few years ago, reported (in pretty big fashon) that Rose was about to be reinstated. The story blew up pretty badly. Could he possibly be going down that road again?

I can’t see the DH happening in the NL, especially not like this. If anything, the idea would be floated around months in advance to test the reaction of the fans, because I think the majority of NL fans wouldn’t be particularly happy about it.

My first thought was another expansion and a change to 4-four team divisions. But that seems like the sort of thing we’d have heard about for months leading up to the actual announcement.
A lot of speculation I’ve been reading says one of the announcements will be the reinstatement of Pete Rose.

2. International draft. It seems like owners and players have already agreed to this, so conceivably it could go into effect before the next CB agreement. Right?

The two big announcements will be:
1. Baseball is expanding to two new cities: Quebec and Hamilton (sorry wrong sport…although it would not surprise me to hear that Bud Selig would be interested in another expansion).
2. Mets Ownership has decided to sell the team, fire Omar Minaya, and Jerry Manuel. Now that would be a Christmas Blessing.

I’ll echo the guess of some sort of comprehensive instant replay thing.
Other guesses:
1) There’s some sort of really cool MLBAM development. MLBAM is already a market leader, and has shown a huge desire to innovate. I expect greatness.
2) An improved WBC.
3) Something else internationally themed, such as a pseudo-minors league in the Carribean and/or Japan.
4) A change in the rules which allows for teams to have multiple catchers. You know, so the Mets off-season makes sense.
