		<description><![CDATA[not if it is a 1 yr deal with incentives...  remember they were supposed to pay 12 million (or thereabouts) for Kevin Millwood this year.  if he pitched like he did in 2009 fine, but millwood had two below average years for the rangers.  if pedro agrees to a 4 million base salary,  with 1 million more for incentives and gives them numbers comparable to what he did for the phillies last year, it is a good sign.  it will not be too big a risk for texas at 4 million plus.]]></description>
