I second Steve's "he's not a typical underachiever" with -- he's not an underachiever. He's AWESOME when he's healthy, even if he doesn't go more than 5 or 6 innings (don't know if that is the fault of the injuries) -- I'd rather have 5 or 6 innings of his stuff, with the other team only getting 0 or 1 runs, than 6 or 7 innings of Washburn giving up 1 or 2 home runs...not that I'd mind a half year from Wash like the beginning of last year.

He's not a typical underachiever in the Carlos Silva mold; rather, he's been hurt a lot, but has been extremely effective when he has been able to pitch (sub-3 ERA, and I know ERA isn't the most definitive stat, but it's still correlated with good pitching). Given that Ben Sheets is getting $8MM, risking $1.5MM on Bedard seems reasonable; they're recovering from similar injuries and had similar pre-injury abilities. A rotation order of Felix, RRS, Cliff Lee, Bedard, and Snell-or-Fister will throw a lot of different looks at opponents, and all six of these guys have a pretty good idea how to pitch, even if Snell, Fister, and RRS lack the pure stuff of Lee, Felix, and a healthy Bedard.
If the M's use him sparingly and make the playoffs -- two big ifs -- a playoff rotation of Felix/Lee/Bedard will be tough to beat. Of course, there is still the problem that even if you throw a shutout you can't win if you can't get a runner across the plate yourself....

It's too much of a guarantee. They should start him at about 400G and offer him the opportunity to make the big bucks through his performance. That's what I'd like to see with a lot of these underachievers.
