The only thing I could see MLB doing is fining clubs who have leaks in them.  So if someone says someone with the Cubs claims they are offering player X a certain deal they fine the team.  Or if Boras says a mystery team is offering 100 billion for Werth he gets fined?  Not that it would particularly work.]]></description>
