GM Reagins ( another joke in the Angels front office) says the team evaluates a player, decides what his worth is then sets a deadline for the offer to be accepted or rejected.  The Angels have no idea how the free agency market works.  They always work in secrecy.  They never give details of who they are going after.  That way when they make their usual lowball offers they can tell the fans that they offered a fair deal but things just didn&#039;t work out.]]></description>
