Simple statistical analysis for fights in stands, fans tossed and trouble in parking lots vs. security force type, numbers and leadership would work. Then rank the parks for safety and publish it. That would force the park owners to work on the safety of their parks. The McCourts were allowed to get away with no overseer in security for months, even though lots of people were complaining about the problems there.
