It does appear that he has discovered the shift button recently, so there might be some hope that he’ll grow into a civilized person—though I wouldn’t hold my breath waiting for it.

But I see your point—the Mets do need some sort of good PR right about now, and what better way to accomplish some of that than to give out tickets to people who might spend money while they are there?
