Working fast is not a “quick pitch”. A quick pitch is a specific violation of the rules when the pitcher delivers the ball before the batter has had a chance to come set at the plate.

If Hairston was able to call time, then he could not have been quick pitched. He would have to have been set in the batters box to legally call time, so by his actions, he negated any possibility of a quick pitch.

I saw the play in question. Did Richard quick-pitch Hairston? Absolutely. Richard quick-pitches everybody. The dude always works fast. Richard came to the set position, it appeared that Hairston requested time, it wasn’t granted, and took a half-ass swing at the pitch. I didn’t see the contact with the ump. Didn’t seem like a suspension would be warranted at the time.
