I could be wrong, but I also believe it guarantees a higher minor league salary for NEXT season as well. There is some kind of rule about not being able to make less next season. I read about it in an article about an old career minor leaguer who had several short stints in the majors.

So if the Royals fill out there roster with guys making $63,421 for the month, that million dollars will add about 3% onto their total payroll for the year. Do they fill it up or go cheap and bring up like only 6 or 7 guys?
