First, no, they all don’t….some do.

Second, Pujols wasn’t signed out of the DR, his family emigrated when he was a kid and he has since gone through the procedure (including thorough background checks) to become a US citizen. There is a big difference between kids trying to get signed as prospects out of Latin America, and a complete non-prospect that emigrated to the US, which is what Pujols was.
