Go back to Bill James and read it. All he said is that even if you have Mariano Rivera in his prime, it is better to use him in the 8th inning with some runners on base that save him to start the 9th with a three run lead and no one on. Lockstep roles by innings do not seem like an optimal use of bullpen talent.
