In Ontario, Lottery vendors are not allowed to sell lottery tickets to anyone under 18. Furthermore, lottery winners have to sign their ticket and anyone under 18 is not allowed to collect lottery winnings. Lottery winners have 1 year to collect, so it makes no sense for a 13 year old kid to buy one.
