The Dodgers appear to have admitted that they may not try to sign him publicly, that is not how teams are supposed to use the system and Ryu and his team should be pissed.]]></description>

		<description><![CDATA[I can see a couple purposes.  It keeps agents in check from making even more outlandish demands. And no one says the home team has to take  the highest bid, so if Ryu negotiations fail, then maybe next time they&#039;ll be more methodical and decide to take a lower bid from a team that is wiling to move mountains in order to invest in the Korean market.]]></description>
