last time the Giants took a flier on a pitcher in the Asian leagues it worked out. Ryan Voglesong was an All Star in 2011 and has been near the top of the league for ERA for starting pitchers.

Not saying Proctor is another All Star reclamation project. He’s a long shot to be sure. But if the Giant’s scouts see something of value in him, then it’s worth a low risk investment.
