Penny pinching is the marlins trading away the entire team for prospects. The Rockies have increased payroll every year since 2007 I believe and most moves have been positive they just had a horrific year last year under a bad manager and no confidence in pitching what so ever. There is good chance this team makes big improvement from the almost 100 loss season a year ago and the rotation looks 100x better starting out this year than it did last year with Guthrie and Moyer starting. Those 2 players were their worst moves in years. Moyer was throwing BP like everyone says and Guthrie was a weak minded pitcher who had no confidence in Coors

This team just isn't going to improve until things change at the top- but other than that mutant 2007 Series run, there hasn't been anything that suggests Rox ownership is interested in much other than making a quick buck and penny-pinching the roster.

In terms of reducing the innings on their limited starting pitchers, the piggyback experiment (or Project 5183, as it known) did work. It was obviously a desperation move as, like you mentioned, Nicasio, De La Rosa and Chacin all missed time. There is still evidence to suggest the Rockies biggest weakness is their pitching the third time through the order. In terms of making them a winning team: no, the experiment didn't work. But if I recall the rotation did undergo a slight dip in ERA afterwards, so in that aspect it did. Just lack of talent or a broken humidor.
